1. GENERAL INFORMATION

The Association in support of Vietnamese handicapped and Orphans (ASVHO) had been found in April, 1992 – under the decision of Prime Minister. ASVHO is a voluntary and self-governing association, with the mission of mobilizing resources from organizations and individuals (both domestic and foreign) to organize activities in order to support and improve living standard for handicapped people and orphans. At the same time contribute to implement policies and laws for disabled people. With 28 years of success and achievements, ASVHO has been awarded the Medal 4 times: First-class Labor Medal, Second-class Labor Medal (twice) and Third-class Labor Medal.

          ASVHO have gone through 5 congresses; the 5^th congress for 2017-2022 term was held in April 2017. At the end of 2019, there are 46 province level member-associations, 290 in district level, 1.920 in commune and ward level, including 5.001 collective members and 558.363 individual members.

          Over the course of 28 years, ASVHO has mobilized over thousand billion VND and provided support for tens of millions people. ASVHO’s activities are becoming more and more effective and able to achieve more results.

          Some of ASVHO activities to support disabled people and orphans:

1. Cataract eye surgery for blind poor people.
2. Orthopedic rehabilitation and heart surgery.
3. Vocational training along with job creation for disabled people.
4. Donation programs: wheel chairs, orthopedic instruments for disabled people
5. Donation programs: bicycles, scholarships for poor disabled, orphaned students.
6. Livelihood support for disabled people and orphans.
7. Support for house building/repairing, toilet, clean water way constructing.
8. Donating working tools; supporting package on holidays, when facing natural disaster, illness or other misfortunes.
9. Giving health insurance cards, providing medical examination and treatment for serious and poor patients.
10. Other programs.

In addition, ASVHO also organizes many activities related to raising awareness about policies and laws for people with disabilities and orphans; ensure other rights for people with disabilities, orphans, such as: Conference to honor disabled people, orphans and donors at provincial, city and national level; Organize “Disabled couple’s happiness” meeting. Meeting with Entrepreneurs, owners of production and business establishments who are disabled; Singing contest of people with disabilities with the theme "Heart of desire" and hundreds of other events ...

1. SOME RECENT ACTIVITIES AND SPECIFIC RESULTS
3. IN 2012

Mobilized over 258 billion VND (both money and kind) to organize programs, in list:

1. Cataract eye surgery for 7.800 blind poor people, orthopedic rehabilitation surgery for 1.800 disabled people, heart surgery for 703 people (mostly children).
2. Donating 7000 wheelchairs for disabled people; 3.700 bicycles for orphans.
3. Organize vocational training and job creating for over 2.000 disabled people.
4. Livelihood support for 10.278 disabled people and orphans from 10.193 poor households in 96 communes (2012: 36 communes)
5. In addition, there are many other support activities such as: building and repairing houses (580 houses), providing education, teaching sign language (317.000 people), providing medication examination and treatment for poor people, providing free meals (220.000 meals), supporting package (175.000 packages) …
6. IN 2013

Mobilized over 368 billion VND (both money and kind) to organize programs, in list:

1. Medical support activities:

• Orthopedic rehabilitation surgery for 3.400 disabled people – 9 Billion VND
• Cataract eye surgery for 15.100 blind poor people -36.6 billion VND
• Heart surgery for 629 people, mostly children – 36 billion VND. Providing free medical examination and treatment, health insurances for 287.000 people – 23.3 billion VND. Providing support for 223.000 poor patients – 10.6 billion VND
• Donating 8.700 wheelchairs and other equipment for disabled people -23.3 billion VND.

2. Vocational training and job creation activities:

• Provide vocational training for 900 disabled people, also providing stable job for 1.100 disabled people – 10.3 billion VND

3. Orphans support:

• Donating 700 bicycles – 4 billion VND, providing 12.700 scholarship for poor orphan students – 9.2 billion VND

4. Livelihood improving support:

• Providing livelihood support for disabled people and orphans in 50 communes, aiding over 7.000 people – 25.5 billion VND
• Build and repair 775 houses for disabled people and orphans – 21 billion VND
• Providing supporting package for 213.000 people – 67 billion VND
• Providing regular allowance for 63.000 people – 21.3 billion VND (in addition to State’s regular allowance).
• IN 2014, 2015, 2016, 2017

          In order of year, ASVHO had mobilized (both money and kind): over 357 billion VND to aid over 2 million people, 426 billion VND to aid over 2,6 million people; 469 billion VND to aid millions of people; 540 billion VND to aid over 1,6 million disabled people, orphans and other people with difficulties.

1. IN 2018

          Mobilized over 591 billion VND (both money and kind).

          In addition, ASVHO had collaborated with other units to implement support activities aiding eligible subjects with total cost over 48 billion VND.

          Sponsoring activities:

          With the mobilized fund, ASVHO had implemented 6 key programs and others activities to support over 4.1 million disabled people, orphans, poor patients and other people with difficulties. Total cost 540 billion VND, focusing in:

1. Medical support activities:

          Supporting near 282.000 people with total cost of 91.2 billion VND, in details:

• Cataract eye surgery for 000 blind people – 44.2 billion VND.
• Orthopedic rehabilitation surgery for 765 disabled people – 5 billion VND.
• Heart surgery for 687 people, mostly children – 3 billion VND.
• Providing medical examination and treatment for 000 people – 20 billion VND.
• Providing medical insurance cards for 000 disabled people, orphans and some near poor households – 5.2 billion VND

2. Vehicles donating activities:

• Donating 400 wheelchairs and others equipment for disabled people – 28 billion VND.
• Donating 700 bicycles for orphans and poor children – 7.1 billion VND.

3. Living standard improvement activities:

          These activities had helped to significantly improve the living standard for over 518.000 beneficiaries, with a total value of 224 billion VND. In details:

• Build/repair 700 houses – 42 billion VND
• Support in building 379 access road at houses of disabled people and at headquarters of the People's Committee, clinics, cultural houses – 238 million VND.
• Support in building 557 sanitation facilities – 4 billion VND.
• Support to improve 530 domestic water systems – 1.7 billion VND.
• Regular allowance for 800 people with a total amount of 14.8 billion VND (in addition to State’s regular allowance).
• Providing 300 scholarships – 17.1 billion VND.
• Visit, giving supporting packages for 000 people – 145 billion VND.

4. Livelihood support activities:

          These activities had support 4.400 beneficiaries with total amount of 21 billion VND. In details:

• Vocational training for 100 disabled people, around 70% secure a job afterward – 11 billion VND.
• Providing capital to start business for 700 people – 8.1 billion VND.
• Providing livestock for 565 households – 6 billion VND.

5. Particularly in new countryside

          In 2018, ASVHO has support disabled people and orphans in 51 communes to help building new countryside. This had benefit 3.800 people with total value up to 7.5 billion VND.

6. Other activities

ASVHO’s activities are becoming increasingly diverse, meeting the essential needs of those in need of assistance. With a total budget of about 81 billion VND.

1. IN 2019

          Mobilized over 624 billion VND with 80% domestic fund and 20% foreign fund.

          Cooperate with other units to implement support activities for eligible subjects, value up to over 40 billion VND.

          With the mobilized fund, in 2019 ASVHO and its branches had continued to implementing 6 keys programs and other supporting activities benefiting over 3.8 million disabled people, orphans, poor patients and people with difficulties. Total amount to 570 billion VND, in details:

1. Medical support activities:

          These activities had been implemented by the member organization quite effectively. It has over 258.000 beneficiaries, amount up to 88 billion VND:

• Cataract eye surgery for 800 blind people – 37 billion VND.
• Orthopedic rehabilitation surgery for 617 disable people – 3 billion VND.
• Heart surgery for 376 people, mostly children – 23 billion VND.
• Providing medical examination and treatment for 000 people – 21 billion VND.
• Providing medical insurance cards for 000 disabled people, orphans and some near poor households – 4.2 billion VND.

2. Vehicles donating activities:

          The wheelchair programs had been running regularly and timely to improve disabled people living condition with their new “legs”. In 2019, ASVHO had donated 8.900 wheelchairs and other equipment, amount to 22 billion VND. Also in 2019, ASVHO had donated 5.100 bicycles for orphans and poor children, value up to 8.1 billion VND.

3. Living standard improvement activities:

          These activities had helped to significantly improve the living standard for over 452.000 beneficiaries, with a total value of 209 billion VND. In details:

• Build/repair 100 houses – 45 billion VND.
• Support in building 200 access road at houses of disabled people and at headquarters of the People's Committee, clinics, cultural houses – 706 million VND.
• Support in building 152 sanitation facilities – 771 million VND.
• Support to improve 94 domestic water systems – 165 million VND.
• Regular allowance for 300 people with a total amount of 15.6 billion VND (in addition to State’s regular allowance).
• Providing 900 scholarships – 17.8 billion VND.
• Visit, giving supporting packages for 000 people – 129 billion VND.

4. Livelihood support activities:

          This is a sustainable program with the clearest shift to human rights, contribute greatly to job creation and providing stable income for people with disabilities. These activities had support 2.200 beneficiaries with total amount of 18 billion VND. In details:

• Vocational training for 200 disabled people, around 70% secure a job afterward – 8.6 billion VND. Binh Duong province had organized in community vocational training, including skills like: driving, mechanic, hair dressing.
• Providing capital to start business for 700 people – 7 billion VND.
• Providing livestock for 378 households – 1 billion VND.

5. Particularly in new countryside:

          In 2019, ASVHO has support disabled people and orphans in 74 communes to help building new countryside. This had benefit 5.400 people with total value up to 5.8 billion VND.

6. Natural disaster consequences support activities:

          With the spirit of solidarity, mutual assistance activities for people affected by floods and storms has become a tradition among provinces and cities. Binh Phuoc province had coordinated with the program “Aspiration to live”, mobilized the supports for people in Quan Son and Muong Lat districts in Thanh Hoa province that had suffered from the No.3 storm, total amount mobilized up to 500 million VND.  Venerable Thich Dinh Tanh (Tay Ninh), ASVHO Da Nang City and Quang Ninh province branches held a visit and presented gifts to compatriots damaged by storms and floods in Thanh Hoa. ASVHO Lam Dong branches support people in Ha Tinh’s flood.

7. Other activities:

          ASVHO’s activities are becoming more and more diverse, meeting the needs of the beneficiaries, for example: donating PC, work tools, providing free meals for poor patients, gynecological surgery, left palate surgery, charitable kitchen, building schools, bridges, rural roads, donating study material/corners, daily life appliances, nurturing and supporting people with disabilities, orphans, elders, poor people, burial supports… These activities were done with the fund of 110 billion VND.

8. Communication and events organizing activities:

          Communication activities had been done in order to raise public awareness about disabled people and their rights, raising State and people’s responsibilities in supporting differently able people, giving them opportunities to fit into the community. Especially during occasion like 18/4 - “Vietnam disabled people’s day”, 3/12 “International Day of Persons with Disabilities”, national holidays… In 2019, more events had been organized, more varies and practical with an increasing in number of people participating (including disabled people, organizations, businesses and individual donors).

          2^nd “Disabled people singing competition” in 2019 with “Heart of desire” as a theme has been one of the most prominent activity of ASVHO in collaboration with Ministry of Labor - Invalids and Social Affairs, Ministry of Culture - Sports and Tourism. The best performances had been selected locally. The competition was held in all 3 regions of Vietnam (North, Middle, South) with the participations of 39 art troupes, total 364 candidates.

          There were 31 gold, 43 silver medals awarded for excellent performances. The final was held in Hanoi with first place belong to HCM city’s art troupe, Nghe An province in second and Da Nang province in third.

          This competition contributed to ensure the implementation of disabled people’s rights in the field of culture and spiritual life, creating opportunities for them to develop their capabilities. At the same time this is also a place for them to display their talents and values, equally and aspiringly devote themselves to the community. This competition has spread widely, raising strong emotions in the hearts of public and has been highly appreciated by the State and community.

          On the occasion of “Vietnam disabled people’s day” 18/4/2019, ASVHO had organized the 16^th “One heart – One world” program. This sent a message to the public: we have to pay attention, we have to ensure the rights for people with disabilities, orphans along with mobilizing support from all source, both domestic and foreign. This program had announced the amount of current donation for central fund (both money and kind) ASVHO had raise in the year before: 25.7 billion VND.

          Along with Central Committee, the provinces and cities also had many propaganda activities on this occasion (broadcasting reports, periodicals on radio, television, seminars, conference, exchange, banners, slogans, leaflets…). Some province and cities held ceremonies to honor disabled people, orphans, donors and to celebrate the Branch founding day, like in: Bac Ninh, Thai Binh, HCM city, Hau Giang, Kon Tum, Nghe An, Phu Tho, Binh Dinh…
