The Association in Support of Vietnamese handicapped and Orphans is a social organization acting one behalf and in the interest of the handicapped and orphans. The Association was established on 25 April 1992 in accordance with Decree 136/CT by the Chairman of the Council of Ministers (now the Government)
Its principles: volunteerism, self-management, mobilization of resources from orgnizations and individuals in Viet Nam and overseas in conformity with the law.
Its purpose: To organize assistance to and improve the quality of life of the handicapped and orphans, help them improve their confidence, lead a self-reliant life and integrate into the community.
Its network in Viet Nam: 46 associations at province or city levels, 281 at district level, 1852 at commune or ward level, 1483 affiliate associations at residential area level. By the end of 2016, the Association had 4999 organisation members and 556825 individual members.
International relations: The Association has relations with 150 organizations and individuals in Hungary, Australia, France, Sweden, the United States of America, Switzerland, Turkey, Luxembourg, Belgium, the Republic of Korea, Japan etc. and with the Australian embassy in Viet Nam, the ROK Protestant Church in Ha Noi, the Japan Voluntary Dental Organization (JAVDO), Give it back to Kids (GIBTK), Humanitarian Service for Children of Viet Nam etc.
1. Area of operation:
- Dissemination of information on guidelines, policies and laws relating to the handicapped and orphans;
- Mobilization of resources and organization of activities in support of the target group, including those in difficulties to improve their material and spiritual life;
- Participation in preparing and completing policies and legal documents relating to the handicapped and orphans as well as activities of the Association;
- Participation in programmes and projects, consultations, social counter arguments and examination at the request of state agencies in conformity with the law.
- Expasion of international relations in humanitarian field and charity in service of the handicapped and orphans in accordance with Vietnamese law and provisions of international treaties signed or recognized by Viet Nam.
2. Results:
Over the past 25 years of operation, the Association has been able to mobilize 2,523 billion Vietnamese dongs in both cash and kind. This funding has helped the Association to undertake the following support activities:
Medical assistance: vitrectomy, other corrective and rehabilitational surgeries, heart surgeries, free consultations and medicine, aisstance in buying medical insurance etc. for more than 2 million people.
Transport mean assistance: provision of manual self-propelled or attendant propelled wheel chairs, smart wheelchairs, supporting tools and building of wheelchair access ramps etc. for 110.850 people; giving of 32.477 bicycles to orphans and poor children. Assistance to improve their life: Building and repairing “houses of love”, “houses of great solidarity”; provision of subsidies; offering of scholarships, organization of visit and gift giving to 2.6 million people.
Assistace in the livelihood and reduction of poverty: vocational training, assistance in obtaining loans, buying breeds etc. for 36,600 people; assistance to the handicapped and orphans in communes in building new rural areas for 36,000 people.
Other activities: provision of machinery, working tools, production means; organization of “kitchens of love”, building of schools and bridges for millions of people.
3/ Objectives for 2017-2022:
- Overall objective: Continue to raise awareness and shift to sustainable support activities ensuring the rights of the handicapped and orphans as well as other disadvantaged people.
- Concrete objectives and targets:
+ Mobilization of at least 1,650 billion Vietnamese dongs;
+ Vocation training and job creation for 7,000 people;
+ Vitrectomy for 38,000 people;
+ Rehabilitational and heart srugeries for 5,000 people.
+ Assitance in buying 30,000 insurance cards for the handicapped, orphans and other people living just under the poverty line or in difficult households;
- Provision of 40,000 wheelchairs and assisting tools;
- Provision of 10,000 bicycles and 50,000 scholarships;
- Assistance in the livelihood of 80,000 handicapped and orphans in 300 new-rural communes with at least 600 households with handicapped and orphans lifted from poverty or near poverty;
- Further carrying out information dissemination, raising awareness and other activities to ensure the rights of the handicapped; enhancing the capacity of the activists of the Association; taking an active part in counter arguments, giving ideas and views to complete policies and laws relating to the handicapped and orphans.
